REQUEST FOR PROPOSAL (RFP): Consultancy Service for Social Business Development and FSM Entrepreneurship Support

SUSWA is a bilateral project funded by the Government of Nepal (GoN), the Government of Finland (GoF), and the European Union to support sustainable Water, Sanitation and Hygiene (WASH) services in Karnali Province, Nepal. The Department of Water Supply and Sewerage Management (DWSSM) under the Ministry of Water Supply (MoWS) acts as the lead government agency for project implementation.
The project works through local governments to strengthen governance, climate-resilient water supply services, sanitation and hygiene, and long-term sustainability systems. One of the strategic priorities of the final phase of the project is the development of sustainable sanitation service systems and faecal sludge management (FSM) services.
In the final implementation phase, SUSWA aims to support the emergence of local entrepreneurs and service providers able to operate sanitation-related businesses, including desludging and associated FSM services, especially in areas where private-sector capacity remains limited. As stated in the approved Annual Work Plan FY 2083/84, the project has allocated dedicated resources under “Business Development” to support entrepreneurship in FSM, focusing on young or existing entrepreneurs entering desludging services and strengthening service capacity in Karnali Province. The initiative is linked to increasing demand generated through sanitation awareness and behavior change interventions, public health concerns related to unsafe sludge management, and the transition from pilot interventions to operational services.
The assignment is expected to complement DWSSM investments in FSM infrastructure and support the development of a local service ecosystem capable of sustaining operations beyond project closure. The project therefore seeks a qualified consulting firm, consortium, incubation service provider, social enterprise support organization, or business development company to implement the assignment “Social Business Development and FSM Entrepreneurship Support”. The RFP/ToR can be requested through correspondence to the email address [email protected]. A preliminary meeting and Question & Answer session with potential bidders will be held on Tuesday 19 May 2026 at 11:30 AM Nepal Time at the NIRAS Office in Kathmandu.
The proposal must be submitted in a sealed envelope to the SUSWA Project Office on or before 5 June 2026, 5:00 PM Nepal Time.
