Introduction:
During a recent SMARTME postmortem reporting form review, we came across two alarming photos that highlighted a recurring challenge in Nepal’s infrastructure development: resource misuse and non-functional structures. These images were a stark reminder that without proper systems in place, even well-intentioned investments can fail to deliver sustainable benefits to communities.
The Problem:
Despite significant investments in rural infrastructure, Nepal has witnessed numerous instances where projects result in substandard, poorly maintained, or completely non-functional structures. This not only leads to a waste of resources but also erodes public trust in development efforts.
The two photos shared illustrate:
-
Infrastructure that was either never completed or quickly fell into disrepair.
-
Poor-quality materials and construction techniques lead to unsafe and unusable facilities.

Such cases are, unfortunately, common and underline the urgent need for a systematic, sustainable approach to project management and maintenance.
Solution: Service Support Centers (SSC)
Recognizing these challenges, the Service Support Center (SSC) was initiated. SSCs are local hubs designed to ensure:
-
Ongoing maintenance and technical support for infrastructure projects.
-
Quality assurance during and after construction.
-
Capacity building of local communities and governments to take ownership.
-
Accountability systems to track infrastructure functionality over time.
Through SSCs, SUSWA is transforming how infrastructure is built, maintained, and sustained in Karnali. The SSC model prevents resource wastage, ensures full functionality, and protects investments for future generations.
The Impact:
Since the introduction of SSCs, early outcomes show:
-
Higher rates of functional infrastructure across SUSWA-supported areas.
-
Stronger community engagement in maintaining public facilities.
-
Reduced repair costs due to preventive maintenance.
-
Increased confidence among local governments and development partners.
Conclusion: A Call to Action
The lessons from these photos are clear: We must do better. Investing in infrastructure is not enough; ensuring it functions, lasts, and serves communities is what truly matters.
The SSC model offers a proven path forward for smarter, more sustainable infrastructure management. As we move ahead, let’s commit to rethinking our strategies and protecting our shared resources for the generations to come.
