In Aathbiskot Municipality–11, SimBazar, an inspiring story of courage, leadership, and community unity has unfolded. The SimBazar Water Supply and Sanitation Consumers’ Committee became a shining example of how determination and inclusive leadership can turn challenges into success.
The project began with the formation of an 11-member committee, 6 women and 5 men, with fair representation from Dalit and Indigenous communities. Initially, a male chairperson was elected, but disagreements over labor and cash contributions led him to resign.
At this critical moment, Mrs. Tuli Budh, the vice-chairperson, stepped forward with unwavering determination. Representing the Indigenous community, she challenged the outdated belief that women “cannot achieve anything beyond signing documents.”
Under her fearless leadership, the community came together: pipes were transported over 12 kilometers, every household contributed labor, and the “One House, One Tap” concept was implemented across all 99 homes. SimBazar not only gained safe water access but also achieved full sanitation compliance.
Though not formally fully educated, Mrs. Budh’s dedication, management skills, and visionary leadership inspired the entire community. She has become a symbol of women’s empowerment, proving that where there is will, there is always a way.
This is more than a story of a successful water project, it is a testament to inclusive leadership, women’s empowerment, and the power of a united community. SimBazar’s journey now inspires the entire Aathbiskot Municipality to believe that real change is possible when courage meets commitment.

महिला नेतृत्वमा साकार भएको सिमबजार खानेपानी तथा सरसफाइ योजना स्थानः आठबीसकोट नगरपालिका–११,
सिमबजार सिमबजार खानेपानी तथा सरसफाइ उपभोक्ता समितिले एक प्रेरणादायी सफलताको कथा रचेको छ—साहस, सहभागिता, समावेशिता र दृढ इच्छाशक्तिको जीवन्त उदाहरणका रूपमा चिनिएको छ। A योजनाको प्रारम्भ सामूहिक भेलाबाट ११ सदस्यीय उपभोक्ता समिति गठन गरेर गरिएको थियो, जसमा ६ जना महिला र ५ जना पुरुष सदस्य छन्। जसमा ४ जना दलित र ५ जना जनजाति समुदायको प्रतिनिधित्व सुनिश्चित गरिएको थियो। प्रारम्भमा पुरुष अध्यक्ष चयन गरिए पनि श्रमदान र नगद योगदानको विषयमा मतभेद गहिरिँदै जाँदा अध्यक्षले पदबाट राजीनामा दिनुभयो। योजना अन्योलमा पर्दै गएका बेला, उपाध्यक्षको जिम्मेवारी सम्हालिरहनुभएकी श्रीमती तुली बुढाले “योजना सफल बनाउने“ दृढ संकल्पसहित नेतृत्व ग्रहण गर्नुभयो। उहाँ जनजाति समुदायबाट प्रतिनिधित्व गर्नुहुन्छ, र समाजमा “केवल हस्ताक्षर गर्न सक्ने महिलाले केही गर्न सक्दैन“ भन्ने सोचलाई पूर्णतः चुनौती दिनुभयो। उहाँको साहसी नेतृत्वमा १२ किलोमिटर टाढाबाट पाइप ढुवानी, समुदायलाई जनश्रमदानमा सक्रिय सहभागिता गराउने, र प्रत्येक ९९ घरधुरीमा ‘एक घर, एक धारा’ को अवधारणा कार्यान्वयन गरियो। साथै, उहाँकै संयोजनमा सिमबजारले पूर्ण सरसफाइका सबै सूचकहरू पनि सफलतापूर्वक पुरा गरियो। शैक्षिक रूपमा पूर्ण शिक्षित नभए पनि श्रीमती तुली बुढाको नेतृत्व क्षमता, समर्पण भावना र व्यवस्थापन कौशल अत्यन्त प्रभावशाली रह्यो। उहाँ आज महिला नेतृत्वको प्रेरणादायी प्रतीक बन्नुभएको छ, जसले “जहाँ इच्छा, त्यहाँ उपाय“ भन्ने भनाइलाई व्यवहारमा उतारेर देखाउनुभएको छ। यो कथा केवल एउटा खानेपानी योजनाको सफलता मात्र होइन—महिला सशक्तीकरण, समावेशी नेतृत्व र सामुदायिक एकताको जीवन्त दस्तावेज हो। सिमबजार र यहाँका बासिन्दाले देखाएको यो यात्रा सम्पूर्ण आठबीसकोट नगरपालिकाका लागि प्रेरणाको स्रोत बनेको छ। श्री बसन्त चन्द, सामाजिक परिचालक, आठबिसकोट नगरपालिका, रुकुम पश्चिम
