“I was elected Ward Chairperson in the local level election held in 2017 and I am the first Ward Chairperson from the Dalit community. Because of my caste, I can recall as clear as daylight the hardships our brothers and sisters had to endure. The higher caste considered us untouchables and impure. While they would use the pots and pans we molded to drink and carry water from, they would tell us not to come to the taps to fetch water. There has been a lot of public discrimination throughout the country even though discrimination based on caste has been criminalized.
For our community, scarcity of water for daily use was exacerbated due to discrimination based on our caste.
There were times when the women in our village would be gone all night to fetch a bucket of water. Some outsiders would tell us about building roads and electricity but we would tell them to give us water first. We would tell them, “Why would we need cars when our women have to suffer for water?”
When I ran for the Ward Chair, my community supported me. Other people who believed in me and saw beyond my caste trusted me. Soon after assuming the responsibility in the government office, I coordinated with the drinking water corporation to manage the supply of water from the source to the reserve tank. In addition, water outlets and taps were constructed with the help of an NGO.
Although each locality has a water outlet, most of them are not functional. So many of the villagers are unhappy with the incomplete work that has been done and also about projects coming in and leaving. They have started questioning these organizations and many have lost faith in them.
Since these taps are non-functional we have resorted to using water outlets that were built by our ancestors before all these projects came into our community.
Our ward has many households and the need is to have at least 2 running water tanks with proper chambers.
In order to maintain a steady water supply, the ward has appointed a paid keeper. This year the landslides wreaked havoc, sweeping away pipelines at several places. We suffered for several days. It took many days for the keeper and the villagers to remove the debris. After much labor they were able to re-run the water supply. Winter is here and water will freeze inside the pipes obstructing the supply. It is very difficult for the keeper to identify the blockage and drain the water out.
Another challenge for us is to keep the water source clean, as it is too far to regularly visit and maintain. Sometimes dirt enters the pipe and plugs it. That’s the reason why we have fenced the source so that no cattle could enter and make it murky. However, the fencing is temporary. Changing weather conditions and calamities can destroy it easily.
Leakages are also a thing of great concern for us. We have done our best to raise awareness in the village about proper use of water. We have requested everyone not to sever the pipelines at their will. During acute crises and periods of water scarcity, we use drums and other vessels for water storage.
We are trying our best. We are trying to bring in all levels of government, community and organization to find a permanent solution. And we all hope that our struggle for water will end and it will become a story from the past.”

“ म यस स्थानिय तहको निवर्तमान वडाध्यक्ष हुँ । गत स्थानिय चुनाव २०७४ मा निर्वाचित भएको थिएँ । हाम्रो दलित समुदायबाट निर्वाचित हुने पहिलो वडाध्यक्ष म नै हुँ । मेरो जातकै कारणले गर्दा गाउँको साझा ढुङ्गेधारामा पानी थाप्न जाँदा भोग्नु परेको भेदभाव र दुःख मलाई अझै पनि सम्झना छ ।
वडाध्यक्ष हुने बित्तिकै खानेपानी संस्थानसँग समन्वय गरेर नजिकैको मुहानबाट यहाँको ट्याङ्कीमा खानेपानीको लाइन ल्याउन पहल गरेको थिएँ । एउटा गैरसरकारी संस्थाको सहयोगमा खानेपानीका धाराहरू बनाइएको थिए । अहिले एक टोल एक धाराको व्यवस्था त भएको छ तर त्यो देखाउनका लागि मात्रै छ किनभने त्यसमा पानी नै आउँदैन । अब त गाउँलेहरूलाई यि प्रोजेक्टहरूदेखि वाक्कदिक्क लागेर कुनै संस्था प्रति विश्वास नै हराइसक्यो । हाम्रा पितापुर्खाले बनाइदिएको परम्परागत ढुङ्गेधारामा नै अहिले हामी आस्रित छौँ ।
गाउँपालिकाको कार्यपालिका बैठकबाट हामीले १९ किलोमिटर लामो खानेपानी परियोजना स्वीकृत गरेका थियौँ । आरबिटी, संचित ट्याङ्की र केही धाराहरू बनाउन एउटा ठेकेदार कम्पनीलाई टेन्डर दिइएको थियो । उनीहरूले गर्नुपर्ने सबै कुरा गरेर काम पनि सके । तर धारामा पानी अझै झरेको छैन । बिनियोजित बजेट सबै सकियो तर खानेपानी ल्याउने कुराको प्रगती केही पनि देखिएको छैन । मैले २०७४ मा यही खानेपानीको एजेण्डा लिएर चुनाव जितेको थिएँ ।
हामीले अहिले प्रयोग गरिरहेको पानी गडगडे खानेपानी परियोजनाको हो । १२ वर्षदेखि प्रयोग गर्दै आएको यो पानीको मुहान माथी लेकतिर छ । त्यता हाम्रो खेतीपाती पनि छ । २०७४ अघि सम्म खानेपानीको पाइपहरू एकदम अव्यवस्थित थिए । म निर्वाचित भइसकेपछि त्यसलाई व्यवस्थित गर्न नेतृत्व गरेँ । अनि भएकै पुराना पाइपहरूलाई प्रयोगमा ल्याएर हाम्रो गाउँसम्म पानीको लाइन ल्यायौँ । तर यहाँको जनसंख्या र तिनका आवश्यकताहरू भने बढेको बढ्यै छ । त्यसैले त्यसरी ल्याएको पानीले सबै गाउँलाई पुग्ने अवस्था भएन । हामीले गरेको त्यो काम स्थायी समाधान थिएन । न त हाम्रा संचित पानी ट्याङ्कीहरू व्यवस्थित थिए ।
पानीको आपुर्तीको व्यवस्थालाई सहजिकरण गर्न वडा कार्यालयले मासिक १५००० रुपैयाँ तलब दिएर एकजना चौकिदार नियुक्त गरेको छ । पहिरोले यस वर्ष धेरै नै क्षति पुरायो । ठाउँठाउँमा खानेपानीका पाइपहरू बगायो । धेरै दिनसम्म हामीहरूले दुःख पायौँ । पहिरोक्षेत्रबाट कयौँ दिन लगाएर चौकिदर र गाउँहरूले सबै मिलेर पहिरो पन्छाएर बल्लतल्ल खानेपानीको आपुर्तीलाई सुचारु बनाइयो । जाडो महिनामा पनि पाइपमा बरफ जमेर खानेपानीको आपुर्तीमा समस्या आइरहन्छ । त्यस्तो बेलामा पनि चौकिदार गएर बरफलाई निकासा गरेर पानी सुचारु गर्छन् ।
हामीलाई परेको अर्को समस्या चाहीँ पानीको मुहान सफा राख्नु नै हो । मुहान टाढा भएकाले नियमितरुपमा त्यहाँ गएर मर्मत गर्न साह्रै गाह्रो पर्छ । पाइपको मुखमा कहिलेकाहीँ कसिङ्गर पसेर बुजो लाग्छ । त्यसैले हामीले मुहानको वरिपरी वस्तुभाउ पसेर पानी धमिलो बनाउन नसकुन् भनेर घेराबार गरेकाछौँ । त्यति गर्दागर्दै पनि पानी रोकिने र चुहावट हुने भइरहन्छ ।
पानीको चुहावट नियन्त्रण गर्न हामीले गाउँमा पानीको उचित प्रयोगको बारेमा जनचेतना फैलाएका छौँ । पानीको पाइपलाई जताभावी नकाट्न भनेकाछौँ । कतिपय ठाउँमा हामीले पाइपलाई नै भूमिगत गरेकाछौँ, ताकि बच्चाहरू र गाईवस्तुले त्यसलाई भाँच्न नसकुन् । पानीको चरम अभाव भएको बेलामा पानी संचित गरेर राख्न हरेक घरमा ड्रम र अरु भाडाहरू राखिएको हुन्छ । गाउँमा पानीको अभवको समस्यासँग हामीले त्यसरी नै जुधिरहेका छौँ । यसलाई बैज्ञानिकरुपमा व्यवस्थापन गर्न सके गाउँलेहरू सबै खुसि हुने थिए ।
कुनै बेला यस्तो पनि थियो जुन बेलामा हाम्रो गाउँमा महिलाहरू राती १२⁻१ बजेसम्म पानी थाप्न धारामै हुन्थे । हाम्रो गाउँमा धेरै सरोकारवालाहरू आउँथे अनि विकासको कुरा गर्थे । उनीहरू गाउँमा बाटो चाहिएको रहेछ, गाडी गुडाउनुपर्ने, बत्ती चाहिएको रहेछ भन्थे । तर हामीले उहाँहरूलाई हामीलाई चाहिएको पहिलो कुरा पानी नै हो भन्थ्यौँ । हाम्रो आवश्यकता त्यही नै हो भनेर पठाउँथ्यौँ । रातको १२ बजेसम्म धारामा पानी कुरेर साडीहरू बस्छन् भने किन चाहियो हामीलाई गाडी भन्थ्यौँ ।
एकपटक २०६४ को चुनावमा एकजना माननीय हाम्रो गाउँमा भोट माग्न आउँदा खान खाने क्रममा मुख चुठ्न पानी माग्दा गाउँलेहरूले मोही दिएका थिए । उहाँले मलाई मोही हैन पानी दिनुस् भन्दा हामीले यो गाउँमा मोही सस्तो छ तर पानी महंगो छ भनेका थियौँ । यहाँ पानी निकै अमूल्य छ । ”
